Leave Travel Concession to Central Government Employees – Liberalisation of.
To invite attention to para (5) of this Department O.M.No. 43/1/55 – Ests (A)- Part II, dated the 11th October, 1956 where – in the definition of ‘family’ as given in S.R. 2 (8) (as amended from time to time) has been adopted for the purpose of Leave Travel Concession.
According to the existing definition contained therein, the term ‘family’ includes a Government servant’s wife or husband, as the case may be, residing with the Government servant and legitimate children and step-children, parents, sisters and minor brothers, residing with and wholly dependent upon the Government servant.
It is clear from the above that a person cannot be taken as a member of the family of a Government servant for the purpose of L.T.C. even if he is wholly dependent on him unless it is established that he resides with the Government servant. Special provisions have, however, been made to allow the concession of one way journey to the dependent son/daughter returning with parents or coming alone from the how town where he/she has been prosecuting studies.
This provision implies that the son/daughter shall be prosecuting studies in the home town. The question whether a child/children of a Government servant prosecuting studies at places other than the Home Town, residing in hostels there, would be eligible for Leave Travel Concession as member(s) of the family of a Govt. servant, has been considered in consultation with the Ministry of Finance.
It has been decided that children of Government servant wholly dependent on them but living away from the in hostels for prosecuting studies, can also avail of L.T.C. as members of family of the Government servants. In such cases, the L.T.C . will be allowed, if otherwise available, from the place of study to the Home Town/any place in India (other than Home Town) and back to the place of study or from the Headquarters of the Government servant to the Home Town/any place in India (other than Home Town) and bacck to the Headquarters of the Govt. servant, whichever is less, all other conditions governing L.T.C. remaining the same.
